Tokyo Gas, Mitsui Fudosan, and Mitsubishi Estate have launched the "TGMM Shibaura Project," a large-scale mixed-use development project in the Shibaura area near the east exit of Tamachi Station. This project, along with the new JR Yamanote Line station scheduled to open in time for the 2020 Tokyo Olympic and Paralympic Games, is expected to strengthen Tokyo's international competitiveness. The project will create a complex business hub with a total floor area of approximately 300,000 square meters, including offices, retail facilities, and a hotel, on Tokyo Gas-owned land near the east exit of JR Tamachi Station, which, along with the area around Shinagawa Station, is designated as a Specific Urban Renewal Emergency Development Area and an International Strategic Comprehensive Special Zone (Asia Headquarters Special Zone). A pedestrian deck will be constructed to connect the ward-owned facility, Minato Park Shibaura, scheduled to open in December 2014, to the public district where Aiiku Hospital is scheduled to relocate and open in February 2015 from its current location in Minami-Azabu, Minato Ward, creating a barrier-free environment. To improve mobility even at ground level, a pedestrian walkway will be constructed as a through space within the planned site. Commercial stores will be located along the walkway, creating a shopping mall where visitors can enjoy shopping and dining regardless of the weather. Ample greenery will be planted on both the pedestrian deck and ground level, creating a "Shaded Mall," an open space where visitors can experience the lush greenery. Disaster prevention measures have also been considered for those unable to return home in the event of a disaster, including a temporary accommodation facility that can accommodate approximately 1,500 people utilizing the plaza and common office areas, and a disaster preparedness storage warehouse of approximately 260 square meters. The construction of a "Second Smart Energy Center," which will form a heat and electricity network with a large, efficient gas cogeneration system, will ensure nearly 100% of the heat and electricity supply for the entire project site will continue even in emergencies such as power outages, improving energy security.
