The Futako Tamagawa East District 2 Urban Redevelopment Committee, Tokyu Corporation, and Tokyu Land Corporation will open the Futako Tamagawa Rise Shopping Center Terrace Market in spring 2015 as the second phase of the Futako Tamagawa Rise Shopping Center project.

Based on the development concept of "Minna Terrace," the project will create an open mall-style facility reminiscent of a terrace, filled with openness and greenery, where visitors can spend time according to their own values. The redevelopment area for this project will be approximately 112,000 square meters, making it one of the largest privately-run redevelopment projects in Tokyo. The design of the entire block will be supervised by the UK's Conran & Partners. Culture Convenience Club has been confirmed as the anchor tenant, and along Ribbon Street, a pedestrian-only walkway connecting Futako Tamagawa Station and Futako Tamagawa Park, a commercial facility will open, along with Setagaya Ward's first cinema complex, 109 Cinemas Futako Tamagawa, and a comprehensive fitness club, Atrio Due Futako Tamagawa. The Futako Tamagawa Excel Hotel Tokyu will be located on the 28th to 30th floors, the topmost floors of the facility. Additionally, a "water and green public open space" will be developed, including a large-scale rooftop greenery facility, with a design inspired by the Tama River terraces and Todoroki Valley. The approximately 6,000-square-meter "roof garden" will include a "central plaza" for various events, a "fountain plaza" for relaxation, a "vegetable garden" for food education, and a "medaka pond" where visitors can learn about the Tama River ecosystem, aiming to create a highly accessible facility that attracts visitors.

Futako Tamagawa Rise Shopping Center, which opened in March 2011, has been bustling with visitors, with over 18.29 million people visiting in 2013.
